In order to increase competitiveness to attract and retain foreign talents, Singapore is introducing incentives to court top professionals. Looking for potential hires from abroad may be challenging, but applying for the right work pass can be even more tedious and time-consuming.

Avoid spending a large amount of time going through complicated work pass applications. Most work permits will be submitted through the Ministry of Manpower’s (MOM) online portal (EPOL/WPOL); as such, specific procedures and requirements for these work permits should be considered. Therefore, it can be tedious and nerve-wracking if you are unfamiliar with this process.

How We Help

All foreign hires are required to have a valid work permit (also commonly known as a work visa) before starting work.

Understanding the available work passes will enable you to recruit for the right fit. Additionally, MOM conducts evaluations of all submitted work permits, and the results are determined by them without appeal.

Work visa for semi-skilled workers from sector-specific approved source countries/regions. It is good to be aware of your industry’s requirements, foreign talent quota and levy.

Features:
• Work Permit Renewal
You can renew your worker’s Work Permit via WP online between 7 to 12 weeks before it expires.
You will need to complete certain procedures such as checking your quota as well as extending your worker’s security bond and medical insurance. For more details, check out the MOM website for work permit renewal.

• Work Permit Cancellation
Once your worker is no longer working for your organisation or when the Work Permit expires, you are required to cancel it, cut it up, and discard them in the trash.
If you enrol your employee after cancelling the work permit, you may find out more details in the Retention Scheme.
Before cancelling the Work Permit, you will need to do the following:
– Provide reasonable notice of the pass holder’s repatriation.
– Seek tax clearance form the Inland Revenue Authority of Singapore.
– Clear any outstanding employment issues that the pass holder may raise, including salary payment.
– Purchase a return air ticket and bear the cost for any connecting transport to the international port of entry in your pass holder’s home country/ region which is nearest to his/her hometown, under which the pass holder agrees in writing that he/she will bear the cost.

If you require more time to repatriate your worker back home, you can submit a request to MOM. However, you will not submit it within 7 days for your employee’s Special Pass expires.

Work visa for mid-level skilled workers and mid-level technicians.
Minimum monthly wage: $3,000

Features:
• S-Pass Renewal
Prior to S-Pass renewal, you need to ensure that you have met the quota for your sector and the other requirements such as your current employee has met the existing eligibility requirements and his/her passport is valid for at least 7 months.
You can start renewing the pass up to 6 months before the pass expires, and you can do so via myMOM Portal. If you miss the deadline for renewing, you will have to apply for a new pass. Visit the MOM website for more information.

• S-Pass Renewal
When your employee no longer works for your organisation or once the pass expires, you are required to cut it in half and discard it in the trash. You will need to cancel 1 week after the last day or notice and you can submit a cancellation request up to 14 days in advance. In the event where the pass holder becomes a Singapore pass holder, you are not required to cancel the pass as it will be cancelled automatically.
Before cancelling the S-Pass, you will need to do the following:
– Provide reasonable notice of the pass holder’s repatriation.
– Seek tax clearance form the Inland Revenue Authority of Singapore
– Clear any outstanding employment issues that the pass holder may raise, including salary payment.
– Purchase a return air ticket and bear the cost for any connecting transport to the international port of entry in your pass holder’s home country/ region which is nearest to his/her hometown, under which the pass holder agrees in writing that he/she will bear the cost.

If you or the employee requires more time to be sent home, you can submit a Short-Term Visit Pass (STVP) so that he/she can have a valid stay in the meantime. 

Versatile work visa for skilled professionals, managers, executives.
Minimum monthly wage: $5,000

Features:
• Employment Pass Renewal
You may apply to renew an Employment pass up to 6 months before it expires via myMOM portal.
It is recommended to apply early. If you are concerned that you may lose the remaining days in your current pass, rest assured that the duration of the renewed pass will only start once the current one expires. However, if you miss the deadline for renewal, you will need to apply for a new pass, and it will be subject to approval. You can refer to the MOM website on renewal for more detailed information.

• Employment Pass
Cancellation
Once your employee no longer works for your organisation or when the pass expires, you will need to cancel the Employment Pass up to 14 days in advance. A relocation visa to allow spouses and children of EP or S-Pass holders to reside in Singapore.

Features:
It is renewable and the eligible Dependant’s Pass holder is able to legally work here if they can find jobs.

A pass issued to family members (such as common-law spouse, step-child, or handicapped child) of the Employment Pass or S-Pass holder.
Minimum fixed monthly wage for pass holders: $6,000

Features:
Pass holders can apply for a LTVP for their family members if they have met all of these requirements:
– Holding either an Employment pass of S-Pass.
– Earning a minimum fixed monthly wage of $6,000.
– Sponsored by an established Singapore-registered company (Pass holder’s employer)

They can get a pass for the following family members: 
– Common-law spouse.
– Unmarried handicapped children aged 21 and above.
– Unmarried step-children under 21 years old.
– Parents – only for those pass holders who earn a fixed monthly salary of at least $12,000.

If the pass holder is married and has children, he/she may be eligible for a Dependant’s Pass.

A permission issued by MOM authorising eligible dependant’s pass, long-term visitor pass (LTVP), and long-term visitor pass+ (LTVP+) holders to legally work in Singapore.

Features:

From 1 May 2021, family members who are holding onto Dependant’s Pass will need to obtain a work pass if they are seeking employment in Singapore. Current employers employing them are required to apply for work passes if they want to continue employing Dependant’s Pass holders.

To be eligible for the Letter of Consent for LTVP/LTVP+, the applicant must fulfil one of the following requirements:
1. An LTVP or LTVP+ holder who is currently married to a Singaporean or a Singapore Permanent Resident.
2. An unmarried child (under the age of 21 years old) of a Singaporean or a Singaporean Permanent Resident, who is holding an LTVP.

The LTVP/LTVP+ has to be valid for at least 3 months, and the pass holder must be employed with a Singapore employer.

Dependent’s Pass holders who are business owners can also apply for the Letter of Consent. The applicant has to fulfil one of the following types of business owner:

  1. Sole proprietor of an ACRA-registered business.
  2. Partner of an ACRA-registered business
  3. Company director with at least 30% shareholding in an ACRA-business.
